Fireworks

Policy: PAC believes that more could and should be done to protect the welfare of animals in regard to the mis-use of fireworks by ensuring that only category 1 and 2 fireworks are available for public sale/use, ensuring that existing legislation is properly and rigorously enforced and that there is communication and dialogue between those departments responsible for fireworks i.e. BERR, Home Office, Trading Standards and the HS&E

Background: The Fireworks Regulations 2004 have had the potential to introduce improvements to the welfare of animals in relation to the use of fireworks.  However, surveys undertaken by PAC members highlight that, in spite of the Regulations, the pet owning public are still experiencing problems associated with the use of fireworks:

·         64% still heard fireworks before 7am

·         92% heard fireworks after 11pm

·         88% of responders dogs had been frightened by fireworks

·         57% of responders were aware of the law that regulated the use of fireworks but 60% of them did not think the law was effective

·         58% of responders were unaware who to call to make a complaint
